BY-LAWS

NORTH ALLEGHENY CHEERLEADING BOOSTERS

(Revised September 2004)

Article I – Name

This organization shall be known as the North Allegheny Cheerleading Boosters.  The organization will be run as a non-profit organization.

Article II – Purpose

The purpose of this organization is to enrich the high school cheerleading experience at North Allegheny School district.  This purpose shall be accomplished through:

Article III – Membership

·        Membership in the North Allegheny Cheerleading Boosters is voluntary but highly encouraged for the families of cheerleaders who are members of the Freshman, Junior Varsity, or Varsity squads.

·        The benefits of membership include the right to participate in meetings, to vote, and to hold office in the booster organization.  In addition, families belonging to the organization may benefit from fund-raising activities by paying a reduced amount towards camps and the banquet.

·        The membership dues will be determined on an annual basis by the Executive Board and are due during the period of time following try-outs in the Spring and prior to the start of the school year in the Fall.  Members have one vote per family.  If more than one cheerleader is represented by the same family, only one membership is required.

·        No member may vote or be elected to office if dues are not paid for the current year.

Article IV – Officers & Executive Board

Section 4.01  Nominations/Elections

·        The election of officers shall take place each year at the first membership meeting following try-outs in the Spring.  The Officers will serve for a term of one year, generally running from May through April.

·        The President, or designee, will announce at the pre-try-out meeting that elections will occur at the first membership meeting that follows try-outs.  A call for all interested persons will be made.  A slate will be developed by the President and the Executive Board of all interested persons.  This slate will be presented at the first membership meeting that follows try-outs (usually May).  The outgoing President will present the slate that has been developed and accept nominations from the floor for president.  Once the nominations are completed, a vote will be taken of all present with the winner having the majority of the votes of those present.   The meeting will then be handed over to the newly elected president, who will proceed through the entire slate until all officers are elected.

·        Any officer may resign at any time by giving notice, either written or verbal, to the President.  The Executive Board may remove any officer, committee or other agent of the organization, for cause, when the best interests of the organization will be served thereby.  The Executive Board will fill any officer vacated during the course of the year by appointment.

Section 4.02  Officers/Duties

            The officers for the North Allegheny Cheerleading Boosters shall include President, Vice-President, Treasurer, Secretary, Fundraising Chairman, Clothing Chairman, and Squad Representatives.  Any of these positions may be shared positions at the discretion of the Executive Board and through the election process outlined earlier.  The duties of the officers are as follows:

·        President.  The President is the liaison between the parents, coaches, and the Athletic Office.  The President will oversee monthly meetings and communicate the needs of the coaches and the program to the parent members.  The president will assist in budget and fundraising development, as well as interact with other booster organizations, the school district, and the community, as needed.  The President must have served on the Executive Board for at least one year prior to accepting the presidency position.

·        Vice-President.  The Vice-President will attend all meetings and stand in for the President when needed.  The Vice- President will take on special projects as directed by the President and/or Executive Board.  The Vice-President will be in contact with all Squad Representatives and support the work of the organization.

·        Treasurer.  The Treasurer will collect money in the form of fundraisers or direct payments from the parents to pay for programs or needed equipment.  All clothing (excluding the uniform that is supplied by the Athletic Office) will be billed directly to the parents.  The Treasurer will report non-payment of funds to the Executive Board and the Athletic Director’s office.   The Treasurer will keep an accounting of all escrow transactions and report these on a regular basis to the membership.  The treasurer will pay for all competitions, outside coaches, and camps from the escrow accounts as directed by the Executive Board and the Head Coach/Coordinator.  The Treasurer will supply a monthly financial report to the membership and an overall annual financial report to the Athletic Director upon request.

·        The Secretary will record and maintain a binder of minutes from all the organization meetings.  In addition, the Secretary is responsible for notifying parents of news relevant to the cheerleading boosters as an organization and will mail escrow bills, banquet invitations, and correspondence on behalf of the organization.  The Secretary will maintain a current address list of the organization membership and furnish that information to the organization at the beginning of the year.

·        Fundraising Chairman.  The Fundraising Chairman will find opportunities for families to raise funds for the cheerleading program.  The Chairman will support the Mini-Camp Chairman and create/chair/oversee all large fundraising programs.  All fundraising activity must be approved by the Executive Board and the Athletic Director.  The Chairman will procure and complete all necessary paperwork regarding the fundraising activity and will turn that information into the Athletic Office or Central Administration as indicated.  The Chairman will furnish written reports to the Treasurer after every fundraising event and in a timely manner. 

·        Clothing Chairman.  The Clothing Chairman is in charge of all squads’ clothing, except for the uniform parts that are issued by the Athletic Office.  The Chairman will assist the Squad Representatives to accomplish the task of ordering, fitting and distributing the clothing.  The Chairman will report a written report to each cheerleader and the treasurer outlining the items of clothing purchased and the cost of each item. 

·        Squad Representatives.  The Squad Representatives will include one parent from the Varsity, Junior Varsity, and Freshman squads that will attend all organization meetings and be a communication liaison between the organization, the squad coach, and the squad families.  Their duties may include such support roles as creating a squad telephone chair, planning holiday parties, or team building events in conjunction with the coach.  The squad representatives will not fundraise independently for their squad without the approval of the Executive Board.  The squad representatives will present a visual poster of the activities of the squad at the banquet.  The freshman squad representative will be responsible for organizing the fundraising table at the varsity football games.

Section 4.03  The Executive Board

·        The Executive Board shall conduct, manage and direct the business of the organization.  The Executive Board shall be composed of the officers of the organization to include the President, Vice-President, Secretary, Treasurer, Fundraising Chairman, Clothing Chairman, and the Squad Representatives.  Other committee chairmen may be invited to attend the Executive Board Meetings as the discretion of the President.

·        The Executive Board will meet as often as necessary in order to fulfill the duties and responsibilities of the organization.  The Executive Board may invite anyone they deem necessary to satisfy the agenda of the meeting.

·        The Executive Board meetings will be held at a location determined by the President or the President’s designee.

·        All Executive Board Officers will each have one vote at the Executive Board meetings.

*The Head Coach/Coordinator will be responsible for organizing cheer program camps, registering for competitions, and creating a competition budget for each squad that will be communicated to the organization.  In addition, the Head Coach/Coordinator will communicate financial needs of the coaches and improvements in the overall cheerleading program.  All outside contractors and competitions will be cleared through the Head Coach/Coordinator.  The Head Coach/Coordinator will pursue the lowest bid or collective bargaining on all outside contracts to insure parents will be best represented.  Coaches will not fundraise.  All changes to the cheerleading program will be cleared with the Athletic Office and Head Coach/Coordinator before contacting the cheerleading booster organization.

Article V – Meetings

·        The general membership meetings will be held on the second Monday of the month with the Executive Board meeting scheduled for the Thursday night preceding the membership meetings.  These meetings will occur monthly from May through March with the exception of July and December.

·        Scheduling the meetings will be the responsibility of the President; communication of the meetings to the general membership will be the responsibility of the Secretary.  The meeting schedule may be amended to accommodate organization business by the President and the Executive Board.

·        All organization members in good standing are invited and encouraged to attend the organization meetings to facilitate communication, to involve the membership in the work of the organization, and to vote on issues before the organization.

Article VI – Committees

            The Executive Board will designate the establishment of standing committees with specific responsibilities and authority to act on behalf of the organization.  Each committee chairman will communicate with the President or another designated member of the Executive Board, so that the Executive Board may be informed of the committee’s activities.  The standing committees/chairpersons are as follows; however, the Executive Board has the authority to add to or delete from this list. 

·                    Mini-Camp.  The Mini-Camp Chairman oversees all aspects of the mini-camp fundraiser including registration, clothing, parent volunteers, and the daily activities of the camp.

·                    Senior Night.  The Senior Night Chairman will coordinate the cheerleading portion of Senior Nights by working with other booster organizations, the cheerleaders, and the general booster membership.

·                    Banquet.  The Banquet Chairman will coordinate all aspects of the cheerleading banquet in the Spring to include securing a site for the banquet, inviting guests, developing the banquet program, and overseeing individual cheerleading gifts.

·                    UBO Representative.  The UBO (Unified Boosters Organization) Representative from cheerleading will attend the UBO meetings and report back to the cheerleading booster membership at their monthly meetings.

·                    Senior Scholarship.  The Senior Scholarship Chairman is responsible for overseeing the process by which the senior cheerleading scholarships are awarded at the banquet.

·                    Football Tickets.  The Football Ticket Chairman works with the Athletic Director’s office in the sale and distribution of reserved home football tickets for the cheerleading parents.

·                    Programs.  The Program Chairman is the liaison between the cheerleaders and other booster organization to provide pictures, squad names, and senior “memories” for the sports’ programs.

·                    Homecoming.  The Homecoming Chairman coordinates the cheerleading involvement in the Homecoming parade and activities.  This involvement includes all squads and the middle school squads.

·                    Web Page.  This chairman will procure and oversee the information that is submitted to the North Allegheny Athletic website for cheerleading. 

·                    Team Pictures.  This chairperson will arrange for team and individual pictures to be taken in August of all high school squads.  Additional responsibilities include scheduling the time and place for the pictures and communicating the time with the cheerleaders, coaches, and parents.

ArticleVII – Finances

·        A bank account shall be established in the name of the organization.  The maintenance of this account will be the responsibility of the Treasurer.  One other member of the Executive Board will have check-signing privileges on the organization account.

·        The Treasurer will work closely with the Executive Board who will approve all expenditures.  Any expenditure over $100.00 must be approved by the Executive Board.

·        The fiscal year for the organization will begin after the Banquet in the Spring and run through the next year’s banquet.  A minimum of $1500.00 will remain in the organization banking account prior to the beginning of the new fiscal year.

·        The Treasurer will provide monthly financial reports to the Executive Board and general membership regarding the financial status of the organization.  An end-of-year financial report will be provided by the Treasurer to the Executive Board to help guide financial expenditures for the following year.

Article VIII – Limitation of Liability

·        Each Executive Board member shall perform their duties in good faith and in a manner that is in the best interest of the organization using reasonable inquiry, skill, and diligence as a person of ordinary prudence would use under similar circumstances.

·         In performing the duties of their office, each Board member shall be entitled to rely in good faith on the information, opinions, reports, and financial data prepared or presented by other officers or committees, upon which the Board member does not serve but which hold responsibility for matters within their designated authority.

·        The officers of this organization shall not be personally liable for monetary damages as such for any action taken, or any failure to take action,, unless an individual officer has breached or failed to perform the duties of their office, and the breach or failure to perform constitutes self-dealing, willful misconduct, or recklessness.

Article IX - Amendments

·        Recommendations for amendments to the by-laws will be considered by the Executive Board.  Once a majority of the Executive Board vote in favor for a change in the by-laws, the amendment will be presented to the general membership for a vote.  If a majority of the general membership votes in favor of the amendment, the amendment will become part of the organization’s by-laws.
